NAGA CITY GOVERNANCE INSTITUTE LAUNCHED
The local government unit of Naga City led by Kaya Natin! Champion Mayor Jesse Robredo opened the new Naga City Governance Institute (NCGI) last Saturday, as part of their 61st Charter Anniversary celebration. In a governance forum held at the Crown Hotel, several guest speakers were invited to speak and sign a commitment of support and solidarity with the city government in ensuring that good governance thrives not only in Naga but in the rest of the Philippines as well. Among those present in the inauguration were World Bank Country Director for the Philippines Bert Hoffman, Kaya Natin! Lead Convenor Harvey Keh, Guillermo Luz of Ayala Foundation, and University of the Philippines – National College of Public Administration and Government Professor Leonor Briones.
The forum also served as a venue for the release of the third edition of the Naga City Citizens Charter, given to all the city residents. The charter lists down all the government services that Nagueños can avail of, including requirements, processing time, and the contact person for each service.
Last Friday, the city government also held their annual Mayoral Awards, given to outstanding Naga City individuals and groups in various fields such as business and academics. During the awarding ceremony, Mayor Robredo also introduced the newest feather in the Nagueños’ cap, a coffee table book on the history and sights of this progressive city. The book is soon to be available in book stores in the coming weeks.
SCHOOL YEAR KICKS OFF WITH KN CARAVAN IN VISAYAS AND MINDANAO
Four Knowledge for Development Centers (KDCs) are partnering with the Kaya Natin! Movement in ensuring that youth leaders all over the Philippines will be educated about best practices in good governance and ethical leadership. KDCs are knowledge sharing partnerships between the World Bank and 11 learning institutions in the Philippines. The Caravan on Good Governance project will bring Kaya Natin! local government leaders and champions to the KDCs in Palawan, Cebu, Ilo-Ilo, and Cotabato City for them to share their experiences of being effective and ethical government leaders. Kaya Natin! was initially convened by the Ateneo School of Government last year and is led by local government leaders such as Pampanga Gov. Eddie Panlilio, Isabela Gov. Grace Padaca, and Naga City Mayor Jesse Robredo, Ifugao Gov. Teddy Baguilat, Jr. and San Isidro, Nueva Ecija Mayor Sonia Lorenzo. Padaca and Robredo are recipients of the prestigious Ramon Magsaysay Award for Government Service (Asia’s equivalent of the Nobel Peace Prize) while Panlilio recently received the Gawad Galing Pook award for Outstanding Local Government Units. Through the caravan, the KDCs also aim to help the Filipino youth engage with effective government leaders in the country.
The caravan will begin on June 23 with Panlilio and Padaca visiting the Central Philippine University KDC in Ilo-Ilo City while Robredo and new Kaya Natin! Champion Mayor Florante Gerdan of Sta. Fe, Nueva Vizcaya visit the Palawan State University KDC in Puerto Princesa City. On June 25, Padaca and Lorenzo will be the main speakers at the Notre Dame University KDC in Cotabato City. Finally, Robredo will close the Caravan at the University of San Carlos KDC in Cebu City on June 29.
Aside from listening to the inspiring stories of the Kaya Natin! leaders, student leaders from the partner schools will also be asked to participate in a half-day workshop that will help them develop activities and programs aimed at promoting the involvement of the youth in the realm of politics and governance. Another aim of the project is to encourage the youth to register, vote and volunteer for election watch groups in the upcoming 2010 elections.

“AT the rate things are progressing with regard to the 2010 elections, it seems that the number of Presidentiables are growing every month. Just this morning, I woke up to the news that known environmental advocate Nicanor Perlas has also declared to run for President while there are also news stories that last year’s Ramon Magsaysay Awardee for Government Service, Gov. Grace Padaca of Isabela is also being prodded by peasant and youth organizations to consider to also run for the highest position in the land.”

Kaya Natin! Lead Convenor Harvey Keh will be today’s featured guest on Joel Reyes Zobel’s radio program in DZBB 594. Over the past several weeks, Kaya Natin champions have been featured and interviewed by Reyes Zobel on important governance matters. Last week, Isabela Governor Grace Padaca was interviewed. Later at 4:00pm, Harvey Keh will talk about the launch of the Kaya Natin! Comics and official song.
