Paano aalisin ang katiwalian?

Noong nakaraang Sabado, akin pong tinalakay na kaya nating alisin ang katiwalian sa ating gobyerno at sa ating lipunan. Ngunit ang tanong natin ngayon ay paano?
Hayaan po ninyong bahagian ko kayo ng aming karanasan dito sa Pampanga.
Ang pagputok ng Bulkang Pinatubo taong 1991 ay nagdulot ng pagkamatay ng maraming tao at pagkasira ng mga ari-arian sa aming probinsya. Ngunit pagkalipas ng mga ilang taon, ang buhangin na pinanpinsala nito ay nagbigay ng napalaking kita sa amin. Ang bansag nga nila ang “ash ay naging cash”.
Ngunit, itong napakalaking kayamanan namin ay pinanggalingan ng dambuhalang katiwalian sa mga kinauukulan. Ito ay aking napatunayan sa aking pagkaupo bilang gobernador. Kung noong unang administrasyon ay 5 hanggang 29 milyong piso ang kita ng kapitolyo sa loob ng isang taon, mula July 2007 hanggang June 2008, kami ay nakapagpasok ng 234 milyon.
Ang naging isang taong kita noong panahon ng mga Lapid ay nagawa namin sa loob ng wala pang dalawang buwan! At ang katiwaliang ito ay naganap sa loob ng humigit kumulang ng 12 taon.
Paano po nangyari ito? Magbibigay po ako ng 3 dahilan.
Una, ako po ay hindi tumatanggap ng anumang lagay sa aming quarry operation. Alam ng aming mga kabalen na isa sa mga ipinangako ko noong panahon ng kampanya na aalisin ko ang katiwalian sa gobyerno. At ito nga ay ginawa ko.
Pangalawa, pinatupad namin ang nasasaad sa ordinansa. Lahat ng pagbabayad sa quarry na 300 pesos kada truck ay gagawin sa Provincial Treasurer’s Office (PTO). Kaya babayaran ng lahat ng quarry operators ang kada biyahe sa PTO na walang pasubali. Noong nauna kasi, isang tao lang ang kukuha ng resibo sa PTO at ito ay pamimigay niya sa mga quarry operators na binabayaran nila sa mga quarry sites. At dito nangyayari ang malaking corruption.
At pangatlo, naglagay kami ng mga quarry checkers at monitors, mga taong mabubuti. Ang sabi nga natin, “putting the right person at the right place”. At naging mahigpit kami sa kanila. Tinatanggal namin ang nandadaya at hinuhuli namin ang mga quarry operators o truckers na lumalabag sa mga patakaran.
Samakatuwid, katapatan, pagkapursigido at naaangkop na sistema (fidelity, political will at appropriate systems) ang kailangan upang maalis ang katiwalian sa atin piling.
Hindi pa naman perfect ang aming adbosiyang ito sa Pampanga. Maaari pa itong pagbutihin. Ngunit napatunayan namin na hindi imposibleng maging bahagi ng kahapon ang mga masasamang pangyayari sa ating bansa.
Ang maganda pa rito hindi lamang sa Pampanga nangyayari na unti-unti nating inaalis ang katiwalian at korupsyon sa ating pamahalaan, ang ating mga kasamahan sa Kaya Natin! tulad na lamang ni Isabela Gov. Grace Padaca at Naga City Mayor Jesse Robredo ay lumalaban din upang tuluyan nang sugpuin ang salot na ito sa ating lipunan. Isipin na lamang natin ilang scholarship ang mabibigay natin sa kabataan at ilang pabahay para sa mga mahihirap ang maibibigay ng ating pamahalaan kung aalisin ang katiwalian at gagamitin lamang sa tama ang pondo na dapat ay para sa serbisyo publiko. Sana makonsensya na ang ilan nating mga lider sa pamahalaan na iniisip lamang ang pagpapayaman ng sarili at nagiging manhid na sa kalagayan ng ating mga kababayan na patuloy pa rin ang paghihirap.

Gov. Panlilio and Us… a layman’s viewpoint
… unconventional common sense viewed through the lens of a main ‘streeter’
It was reported (http://newsinfo.inquirer.net/breakingnews/nation/view_article.php?article_id=195760) weeks ago that a couple of Bishops expressed their disapproval of Gov. Ed Panlilio’s intention to run for President. Hopefully this is just their personal position and not the entire hierarchy’s; otherwise, it is a revelation of the Church’s sad state of affairs. Were they concerned that Gov. Panlilio, being a member of the clergy, might drag the whole institution into the cesspool of dirty politics, or are they worried about the separation of Church and State? Don’t these Bishops then in a way neglecting one of their solemn responsibilities as Vicar of Christ, to lead the multitudes out of this economic morass to the Promised Land?
History bears us out that as far as the separation of Church and State is concerned, none of it existed in the over three hundred years of Spanish colonization. The religious order was in total control. That all changed, however, in the early part of the 20th century when Uncle Sam arrived in town. New political, civil, and social structures and priorities were established separate from the religious order. The Church was left alone on its own. That is still true today, so these gentlemen can lay down their concerns to rest and live happily in their ivory towers.
However, what didn’t change is the old practice of obnoxious corrupt influence peddling and greedy behavior, magnified by the religious administrators’ prior acts–preaching one way and doing the opposite. As a result, widespread injustice became more prevalent. These kinds of practices distorted the national psyche enormously. The long-term effect, which seems to have dissipated from our consciousness over the years, unbeknownst to us, still affects our perceptions and current thinking in a profound way.
These systemic anomalies were carried over into the new body politic of the Americans, sustained throughout their administration. Thereafter, with Filipinos at the helm, these ill practices of graft and corruption accelerated even faster to its present level. In short, that is where we stand today, besieged with immorality and economic upheaval.
The current political climate, toxic as it may be, sadly, could be attributable to the Church’s failure to strengthen and exemplified moral values in all of us. To that effect and to the displeasures of the Bishops, Gov. Panlilio in a small way is attempting to effect change to the face of politics and of the nation eventually; could they have forgotten one of the reasons of Jesus coming into the this world- in the of words of Luke (5:32), “I have not come to call righteous people, but sinners, to repentance”?
Gov. Panlilio is of course not Jesus. Everybody knows he is just one member of a huge human family of sinners, Bishops included, whom God entrusted the world He loves so much for safe keeping. Unfortunately the trust has been violated incessantly through willful negligence. Where his predecessors failed, he is trying to pick up the pieces and shoulder the burden amidst all these inconsequential events percolating around him. It is very encouraging that Gov. Panlilio remains focused in his effort to continue doing what he believes would be good for the country. In view of how bad the situation is we must not be under any illusion that an overnight transformation is going to happen even if he succeeds to become the President of the Philippines. There will be many bumps and turns, and mistakes along the way.
Expect no miracles. Meaningful changes take time. How long, depends on us.
At this juncture, we have to recognize what the Governor has done so far is lit a glimmer of hope for all to see, a twinkle in a vast sea of darkness. Our task is to support his initiative wherever we are, in whatever capacity we can. Any success we are hoping to have through this endeavor depends mainly on how much effort we put into it. Our destiny is what we make of it under the leadership of a man with moral courage and a clear vision, and who incidentally happens to be a priest. He is indeed a non-traditional politician, but doubly important is that he maybe a non-traditional priest too, whom Jesus will be proud of to have as an ally to continue His mission – to lead the masses out of the wilderness to a shining city on a hill.
Over the years, we have been schooled in various ways. What we make of ourselves today is the culmination of those years of education, guidance from elders, as well as what we picked up on our own from customary practices handed down to us from previous generations. Gleaning from these varied experiences, we have followed the pathways laid before us without any qualms, believing conformity as always best and righteous. Or were we just brought up to not have curious minds, to our own peril and the country as a whole?
We have conducted our way of life the best way possible within the framework of morally accepted codes of conduct believed applicable to everyone. However, unlike the rest of us meek, there are few who conducted their affairs differently, outside the parameters of moral standard. Unlike most of us, whose thought of hell after death kept us within the prescribed parameters, they went on their merry ways seemingly without any concern of neither earthly nor heavenly repercussions.
Does this make any sense? How is it those who follow the rules always appear to be getting the short end of the stick? Would this fall under the narrative “God works in some mysterious ways,” as some would argue? For a better understanding of this subject, we need to pursue further our own due diligence and let the chips fall where they may. Truth may hurt but it is the best antidote to turn this mess around. Knowing exactly what got us here is the best way out of it.
This may require all of us to realize that we simply need to grow up. In fact, let us have a moment of quiet self-reflection to find out if we have contributed to this crisis in any way, either by willful neglect of our civic duties or by any other means. Has our lack of more substantial involvement prolonged and exacerbated the situation? This will help simplify whatever other prudent steps we need to take to dig ourselves out of this predicament.
The society’s current economic and power structures clearly favored the established elite, which may have benefited few of us along the way but also, as a consequence, deprived millions of others the opportunities they need to structure a more humane life on their own with a viable economic adequacy; live in peace with dignity. Any conscientious human being who sees and understands the ill effect of these kinds of social arrangements would want to see these changed. However, any change we seek begins with us. We must transform the very belief system that formed our outlook of today into a completely different mindset of forthrightness that will take us to within the realm of understanding how we have conducted our lives as Christians.
These small steps everyone has taken to this point is indicative of a trend towards that end. Jesus has done His station of the cross; this is just the beginning of ours, to lighten the load of those He cares so much about. It is not going to be easy stepping outside our comfort zones, but that is part of this process of change. That is what the non-traditional politicians in their own ways have shown us thus far, and to follow their lead we need to transform ourselves in earnest to being non-traditional citizens, and become non-traditional Christians in the process.
Christianity and individualism are antithesis to one another. The practice of either one automatically negates the other. Wherever individualism exist, Christianity is dusted-off to the wayside.
